AC village chief, 2 execs face Ombudsman raps

    ANGELES CITY – The chairman of Barangay Sapalibutad here, along with two of his officials, is facing administrative and criminal charges before the Ombudsman in connection with the alleged misappropriation of funds amounting to some P150,000.

    Chairman Romeo Nunag, barangay treasurer Reynaldo Celis and barangay secretary Ronaldo Lacsina were named respondents in the charges filed by Sapalibutad kagawads Angelito Timbol, Luisito Pineda, Roberto Dela Rosa and Edwin Yanga.

    The four barangay councilors went to Punto on Tuesday to show their complaint against their village chief.

    They said they had filed their affidavit-complaint on April 16, 2011.

    The City Legal Office said Nunag and the two officials had filed their counter-affidavit shortly after they were charged in connection with the alleged misappropriation of funds amounting to P150,030 intended for the canalization project at Purok 10, Sitio Pavilion.

    “It’s an old issue used to discredit our village chief and his people,” said a Sapalibutad resident.

    In the joint affidavit, the complainants said Nunag had procured “more materials than needed for the completion, there was a surplus of materials but the Sanggunian was not informed of what happened with the excess materials.”

    According to the counter affidavit, Nunag presented a list detailing the amount refunded by the supplier for the excess materials worth P23,574.

    Nunag reportedly said that 12 percent from the amount had been deducted by the supplier in order to cover his tax charges while the remaining funds were transferred to an emergency tree-planting project.

    The complaints referred to Nunag’s statement as “absurd”, saying that the tree- planting project did not only have separate budget but also cannot be considered as an emergency project.

    The complaints said that Celis had failed to grant them the relevant financial records and statements.
    Nunag and his officials could not be reached for comments as of presstime.
