Retired cop Joselito Nelmida filed the case before the Office of the Ombudsman over their alleged “failure to arrest” SPO3 Arnold Lizada who allegedly shot dead his son Inspector Christian Lee Nelmida, 24, at the mess hall of Camp Tirador where they were stationed.
The elder Nelmida’s complaint before the Ombudsman identified the “negligent” cops as SPO3 Glen Alberto, PO3 Ferdinand Suderio, PO1 Hobar Cario, PO3 Ronnie Faldas, PO3 Reynold Madayag, PO2 Gilmore Ergonia, PO1 Jory Lesondra, PO1 Frits Jay Conato, PO1 Alvan Manajero, PO1 Warren Zualda, PO1 Romeo Salcedo and PO1 Oliver John Sunga.
The victim’s mother Anita Nelmida said her son was shot in the chest at close range with other cops witnessing the incident. She recalled that during her son’s wake in Iloilo before his remains were brought to Tarlac, Region 6 police director Chief Superintendent Bernardo Diaz had promised to have Lizada arrested before the remains of her son were buried.
Interment was held the other Sunday in Tarlac City, but the suspect has yet to be arrested.
She cited reports that Lizada had gone into hiding and has been under the protection of a retired police “general” in Lambunao town, also in Iloilo.
Mrs. Nelmida also cited reports that the suspect had an earlier argument with her son who had refused him a favor over a case involving illegal drugs.
In his Ombudsman complaint, the elder Nelmida said “(there) is a reasonable number of personnel to arrest or neutralize the suspect even if he was armed but (they) failed to do so.”
“He was about to partake dinner and was giving instruction to PO1 Oliver John Sunga when the suspect Lizada surreptitiously entered the said kitchen and without any provocation shot Nelmida”, the complaint recalled.
