Sept. 17 non-working holiday in Tarlac

    ANGELES CITY – President Aquino has declared September 17, a Tuesday, as special non-working holiday in the province of Tarlac in line with the 142nd birth anniversary of local hero Francisco Soliman Makabulos.

    Aquino issued Proclamation No. 641 last August 22 “to give the people the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.”

    During the Spanish regime, Makabulos heeded Andres Bonifacio’s call and led the Katipunan revolution against the Spaniards in Tarlac.

    He refused to honor the Pact of Biak-na-Bato, which called for a truce with the Spanish colonial government, as he continued revolutionary operations in Central Luzon.

    In April 1898, an assembly of citizens representing the town councils Macabulos established drafted a provisional constitution. He and other Tarlac revolutionaries created a government that was to exist until the First Philippine Republic was created by the Malolos Constitution, which he also signed.

    He was also the first Filipino governor of Tarlac from 1898 to 1900. He died on April 30, 1922.
