Brothers tagged in murders of former Apalit mayor, son

    ANGELES CITY – Raymond Dominguez, now detained with his brother Roger in Camp Crame in connection with the recent murders of car dealers, was also the suspect in the killing of the son of former Apalit Mayor Tirso Lacanilao way back in December, 2006. The lone witness in the case was also shot dead the following year.

    The former mayor, whose town hosts well-known dealers of “chop-chop” vehicle spare parts in Barangay Capalangan, was also himself shot dead in Calumpit, Bulacan in July, 2008.

    Both cases of the father and son have remained unsolved.

    Central Luzon police director Chief Supt. Allan Purisima said that the resurrection of these cases in the light of the alleged involvement of the Dominguez brothers in the recent killings is out of the jurisdiction of the police.

    But he added it would be up to the Department of Justice to dig up the Lacanilao cases, even as he assured that the police would be ready with its records and whatever evidence was gathered in the two cases.

    On December 13, 2006, Roy Lacanilao, son of Tirso, sustained 18 gunshot wounds when he was ambushed by suspects as he was driving his car in Barangay Sulipan near Capalangan. The suspects were on board a Toyota Vios car without plate number. The suspects used M-16 rifles.

    Then Central Luzon police director, now retired Chief Supt. Ismael Rafanan and former provincial Criminal Investigation and Detection Group head Senior Supt. Noel Calicagan, identified Raymond as suspect in the case.

    Raymond, who was then 22 years old, was later arrested by the police, and parrafin tests indicated he was positive for gunpowder. The police then cited “love triangle” as motive for the incident.

    In June, 2007, one Gerald Mutuc, the lone witness in the killing of Roy, was also shot dead by motorcycle riding men near his house, also in Barangay Sulipan. No suspect has been named in the case.

    It is not clear whether the Roy’s case still remains pending.

    Roy’s father, who had finished three terms as mayor of Apalit up to May, 2008, was also shot dead at a gasoline station in Calumpit, Bulacan on July 31, 2008. His aide, Armand del Moral who was seated in the passenger’s seat of the ex-mayor’s car during the shooting, was later held after probers suspected he was part of the murder plot.

    Probers said the ex-mayor was set up by the suspects to wait at the gasoline station where four armed men on board two motorcycles shot him using pistols.

    Four spent shells from a .45 calibre pistol and four shells from a 9 mm. pistol were found in the site.

    During his term as mayor, Lacanilao organized dealers of car parts in Capalangan and campaigned against suspicious sellers of such parts.

    The masterminds in the ex-mayor’s killing was never found out, but Apalit residents had suspected it was related to operations of a carnapping syndicate with links to some dealers of car parts in Barangay Capalangan.

    Local Government Sec. Jesse Robredo noted that Raymond is facing 31 various charges, including 20 for car theft.

    “There was also a case where he was allowed to post pail even if the offense was not bailable,” he said.

    Raymond was also named as suspect in the killing of Baywalk Bodies dancer Rejoice Rivera whose body was dumped along the North Luzon Expressway in Guiguinto, Bulacan last Dec. 31.
