CITY OF SAN FERNANDO – For the third month straight this year, this city’s police station has been ranked as Central Luzon’s top performing station.
The ranking resulted from the Unit Performance Evaluation Rating (UPER) conducted by the Police Regional Office 3.
City police director Lt. Col. John Clark said that UPER serves as the police’s standard tool in identifying the compliance of police stations with the requirements set by the Philippine National Police.
“Ang adhikain po ng UPER ay matingnan ang pagtalima ng mga police stations sa administrative at operational requirements na ibinababa ng mas mataas na headquarters ng PNP. Sa atin pong kaso, ito po ay ang provincial at regional headquarters,” explained Clark.
One of the highlights of these requirements, he noted,is the active presence of operations and management unit, where CSFPS attained a significant number of operational accomplishments that bested other stations.
Clark reported that from January to March 2021, his team conducted 44 operations against illegal drugs, 20 against illegal gambling, and 269 on violations of community quarantine guidelines.
The combined operations resulted to the arrest of nearly 400 individuals and the confiscation of than P1.4 million cash as well as firearms and illegal drugs.
Apart from these, the police highlighted its other social and crime prevention programs, including the provision of police assistance to different public and private establishments.
“This achievement would not be possible if not for the able leadership and support of Mayor Edwin Santiago. The CSFPS, under the supervision of regional director Brig. Gen. Valeriano De Leon and provincial director Col. Arnold Thomas Ibay, will continue to work 24/7 to ensure peace and order. Public safety is everybody’s concern. Thus, we need the cooperation of the community,” Clark added.
Santiago, for his part, cited that peace and order is crucial nowadays but, with the joint efforts of the local government unit and higher police offices, it is managed in the city.
“During this pandemic, napakahirap na [ipatupad] po ang peace and order at disiplina pero ito po ang pinaka-kailangan natin ngayon. We are facing a very serious health problem kaya apektado po ang galaw nating mga tao, ng ekonomiya. Ito rin po ang nakikita nating rason kung bakit may kababayan pa rin tayong nakakagawa ng mga bagay na labag sa batas pero dahil sa ating pagtutulungan, nasosolusyunan po to. Nakita rin natin ang pagbaba ng mga ganitong krimen,” Santiago said.
From January to March 2021, the CSFPS recorded 51 total crime volume, 26 for index crimes and 25 for non-index crimes. These numbers were significantly lower than the previous year, with 59 for index crimes and 33 for non-index crimes, totaling to 92 total crime volume.
