BALANGA CITY — Bataan 2nd District Rep. Jose Enrique “Joet” Garcia III and Gov. Albert “Abet” Garcia on Thursday exhorted village officials on the importance of the barangay development master plan, especially during this time of the pandemic.
Brothers Joet and Abet explained that through the master plan, every project has a specific system or plan so that even meager funds will be used to the maximum.
Joet said that the projects under the 10-year barangay master plan will be considered in the provincial development plan.
“Dito nakataya ang buhay ng mga taga-barangay kaya dapat malaking bahagi ng masterplan ang kung paano kikilos, ano ang magiging sistema lalo na kapag may panganib na sa buhay na hinaharap,” the congressman said.
For his part, the governor said that people need good peace and order condition in the barangay level that will transform to the towns, cities and province and the country.
“Kailangan ng mga mamamayan ang kaayusan at katiwasayan sa barangay level kaya napakaimportante na ang masterplan natin ay naka-angkla hindi lamang sa siyudad, sa munisipyo, sa mga sentro kung hindi sa mga barangay level man,” Abet said.
“Kapag may kaayusan sa barangay, ito ay agad na mararamdaman ng ating mga mamamayan na siyang pinagsisilbihan natin. Iba talaga ang may plano kaysa sa bara-bara. Dapat manguna sa pagpaplano ang ating barangay para mas matiwasay at mas maayos ang ating mga nasasakupan” the governor added.
Abet emphasized that master plans should not only be anchored on the provincial, city and municipal levels.
“Napakaimportante na ang ating plano ay naka-angkla hanggang sa barangay level kaya napakagaling ng inyong ginawa na mapagtagni-tagni ang lahat ng barangay, munisipyo, siyudad at probinsya para sa isang malawakang plano dito sa lalawigan na magbibigay ng kaligtasan, katiwasayan at kaayusan sa bawat mamamayan,” he told village chairmen.
Abet cautioned, however, that master plans no matter how meticulously prepared should not remain as mere plans.
“Kung plano lang at wala naman execution, sayang dahil hindi na mararanasan ng ating mga kababayan ang idudulot talaga ng plano. Una, kailangan maganda ang plano at maayos at pangalawa, execution. Kailangan ma-execute natin ang plano para maramdaman ng ating mga kababayan,” the governor said.
Abet and Joet led in the distribution of service vehicles to 15 barangays as incentive to villages that have submitted their master plan.
The governor said most of the 111 barangays in the second district have already completed their master plans and have received their service vehicle each.
The congressman said funding for the service vehicles was downloaded by the national government to the provincial Capitol.
“Naaayos at napapaganda ang plano sa barangay sa pamamagitan ng masterplan na pinaghirapan. Kung sino ang nagtatrabaho, sila ang binibiyayaan at sana ay ipagpatuloy ang mga nasimulan na magagandang gawain para sa barangay,” Pilar Mayor Carlos Pizarro, Jr. said.
