Westchester turns over land titles to Xevera homeowners

MABALACAT CITY – Xevera homeowners here
rejoiced anew holding the land titles to their home lots over the weekend.

This developed as Westchester Realty Corp. (WRC), which acquired three Globe Asiatique Realty Holdings Corp. (GARHC) properties in Pampanga from the Pag-IBIG Fund that included Xevera Mabalacat and Bacolor as well as Sameera in Angeles City, turned over 23 land titles to Xevera Mabalacat homeowners that have fully paid their loans.

Rodolfo G. Valencia, chairman of the RGV Group of Companies which oversees WRC, personally delivered the land titles to the fully paid buyers in a simple ceremony at the clubhouse of the Xevera township in Barangay Tabun here Saturday.

Delfin Lee, president of GARHC, was on hand to “monitor” the event which he said was part of his commitment to Xevera Mabalacat home buyers since its inception in 2009.

“Dalawa talaga ang purpose dito, ang turnover ng mga units at pagpapakita ng Westchester yung kanilang bilis ng pagbenta,” Lee said. “Ang papel ko lang talaga, bantayin ang Westchester na magawa ang commitment nila sa Globe Asiatique.

For his part, Valencia expressed elation that they are enjoying brisk sales of Xevera home lots despite the raging pandemic.

Valencia said out of 5,000 housing units at the Xevera township here, 1,140 units were sold as of the end of September since the WRC acquisition in June or for a period of only four months.

He attributed this to the affordability of the units which are all ready for occupancy inside the Clark special economic zone.

“Libre eskwela, shopping facility, church, city hall, it’s a township where you can live, work, study, and pray. We are in the Clark economic zone, the airport is minutes away and there is job availability,” he said.

Valencia added: “Bases Conversion Development Authority (BCDA) employees are now looking into our township.”

Meanwhile, Lee said “first and foremost, mag tu-turnover kami ng mga titles sa mga buyers namin na fully paid, ito ang mga buyers ng Globe Asiatique na naipit sa gulo at ito rin naman ang gusto kong pasalamatan dahil ito yung hindi nagpabuyo at naghintay lang sila, nagtiwala… so, ito yung aming commitment mag tu-turnover tayo ng mga titles.

Commitment

“My condition to Westchester when it won the bidding (for the Xevera townships) is wag mong pababayaan ang commitment mo sa aking mga buyers. That is why paminsanminsan dumadalaw ako dito para makita ko kung ano ang mga nangyayari. So far, gumaganda naman,” Lee noted.

“So, ang mga naretrieve na mga titles ngayon, mayroon pang second batch at third batch. Dito sa Mabalacat, mayroong 23, actually I will deliver sa mga fully paid buyers ko,” he explained.

Sa Bacolor, may lima hindi na namin isinama dito, doon ko nalang ide-deliver. So ang mangyayari dito, as Pag-IBIG released the titles to Westchester, it will then turnover to our fully paid buyers without any cash involved as commitment to Globe Asiatique which will release the titles which are under lis pendens so that it can be transferred to the buyers through Westchester. Globe Asisatique will lift the lis pendens,” Lee explained.

He lamented that there were also buyers who did not pay and yet they claimed they were victimized by the alleged scam. Lee said one of these is a certain Ricky Salvador.

Lee said Salvador lived in the unit for 10 years without paying. He secured a loan from Pag-IBIG but he was not paying so it was foreclosed by Pag-IBIG and auctioned, and it was acquired by Westchester. Now, Lee said, Salvador is claiming that he was victimized. “Siya pa ang nag re-reklamao biktima daw siya. Mayroon pa siyang pinapaupang bahay dito ang nakakatawa, siya pa ang naghamon ng public hearing, e di nahubaran siya.”  

The said hearing was conducted at the city hall with the vice mayor presiding and the councilors present.

Lee said GARHC has no more exposure in Xevera. “My role is to protect my legitimate buyers,” he said.

Priority

Lee said he requested WRC to give priority to GARHC buyers by giving them the right of first refusal and he said he was glad that WRC honored his request.

“Marami dyan hindi na nagbayad ang naging pakiusap ko sa Westchester bigyan mo ng first priority and Globe Asiatique buyers or right of first refusal which he did. May in-offer pa dyan pati downpayment in-absorb niya may mga nagpa-register pero yung iba talagang balasubas gusto ata libreng bahay. Hindi po government project ito, private developer po ito. Gusto nyo libre bahay, doon kayo sa National Housing Authority (NHA),” Lee said.

It was learned that there were originally 6,000 units in Mabalacat and 4,000 units in Bacolor and another 2,000 units in Sameera for a total of 12,000 units.

It was also learned that the unit prices are based on the appraised value of Pag-IBIG and not the market price and only a five percent down payment is needed because Pag-IBIG is offering up to 95 percent financing.

Lee said the market value is normally higher than the appraised value because the developer will hike the market price by 20 to 30 percent from the appraised value which is the real value of the units.

Lee disclosed that out of 12,000 houses, there are less than 100 that are fully paid.

He said this is one way of fast tracking the process so that the buyers can get their titles.  “Nagpapasalamat ako hindi sila nagpabuyo, ang iba kase nagfile ng kaso e wala naman kaso. Inabot tayo ng maligno,” he said.

Lee, now 64 years old, said he wants the Xevera townships community to get back to their former glory.
