CITY OF SAN FERNANDO – “There are only 23 remaining armed (communist) insurgents in Central Luzon.”
Thus said Chief Supt. Leon Nilo de la Cruz in his valedictory speech prior to turning over the command of the Police Regional Office 3 to Chief Supt. Arturo Cacdac at Camp Olivas here yesterday.
De la Cruz said the ranks of the communist insurgents have been “greatly decimated” through “neutralization, capture and surrender” of both leaders and members.
“In partnership with our brothers in the Armed Forces of the Philippines, PRO-3 has met the deadline set by the President to end insurgency before her term ends this year,” De la Cruz declared, adding that with it he had fulfilled half of his dream in what he called his ‘happy assignment.”
“Region 3 is very special to me,” De la Cruz said, “my father is from Pampanga, my mother is from Bulacan, my wife is from Nueva Ecija, and I have cousins in all the other provinces except for Aurora.”
De la Cruz also gave credit to the local government units, the provincial and city police directors for the anti-crime programs “”that redounded to the peace and serenity of Region 3.”
“Performing assets,” he called the officers, men and women of PRO-3.
Aside from the PRO-3 flag and saber, De la Cruz turned over to Cacdac voluminous documents on the coming May 10 polls “to serve as his guide in ensuring honest, orderly and peaceful elections.”
Cacdac was chief of the PNP Crime Laboratory immediately prior to this new assignement. He also served for a time as chief of the firearms and explosives unit and as Angeles City police chief.
De la Cruz is slated to take over the directorate for plans and programs of the PNP based in Camp Crame.
Representing PNP Director General Jesus Versoza at the turn-over ceremonies was Deputy Director General for Administration Edgardo Acuna.
