ANGELES CITY – Work in the city government here has been reduced to four days a week, starting March 16 “until further notice.”
Memorandum No. 493, Series 2020 signed March 12 by Mayor Carmelo “Pogi” Lazatin Jr. cited Proclamation No. 922 of President Duterte that “capacitates government agencies and local government units to immediately act and mitigate the corona virus disease’s effects to the community and prevent serious disruption of the government and community functions” as basis for his action.
He also referenced Civil Service Commission Memorandum Circular No. 7, Series of 2020 on the Interim Guidelines for Alternative Work Arrangements for the Duration of the State of Public Health Emergency.
The work week in the city government will now be effectively from Monday to Thursday with 10 working hours per day. Total number of working hours per week “shall not be less than 40 hours, exclusive of meal time.”
Working hours are from 8 a.m. to 7 p.m. Personnel who fail to observe the new work scheduled, the memorandum said, will be subjected to administrative sanctions.
Covered by the four-day work week are all “city government officials, administrative and technical officers, personnel performing administrative and technical work, job order and contract of service workers, and contractual personnel.”
Exempted from the order are “offices involved in the delivery of basic and health services, preparedness and response to disasters and calamities, and the performance of other vital services.”
The memorandum also stated that flag raising and lowering ceremonies will be suspended for the duration of the four-day work week schedule.
