CLARK FREEPORT – The Citizens Crime Watch (CCW) said here yesterday that the head of the bids committee for projects at the New Clark City in Tarlac – allegedly a relative of President Duterte – has received some P15 million worth of salaries since 2016 as purported executive vice president of the Bases Conversion Development Authority (BCDA) despite lack of official appointment.

In a press conference here, CCW legal counsel Raymund Palad identified the BCDA official as Aileen Anunciacion Roa-Zosa, reportedly from Cebu and a relative of the President, who was charged with usurpation of authority, graft, and violation of the code of conduct and ethical standards of public officials before the Presidential Anti-Corruption Commission (PACC).

CCW national president Diego Magpantay said during the conference that Zosa has been “calling the shots” at the BCDA as she has also been acting as the chief of three executive vice presidents who have legitimate appointments, namely, Joshua Bingcang, Nina Radoc and retired Gen. Carlos Quita.

“Presidential adviser for flagship programs and projects Vivencio Dizon (who is also BCDA president and chief executive officer) retained her (Zosa) and made her head the agency’s bids body for projects at the New Clark City in Tarlac although the Governance Commission for GOCCS (GCG) had approved the abolition of her office and position in 2015,” said a CCW statement distributed during the conference.

Sought for comment on the complaint, BCDA public affairs chief Lani Macasaet texted: “We have yet to receive a copy of the complaint.”

Palad said he sought from BCDA copies of the official appointments of Zosa and the three executive vice presidents and found out that while Bingcang, Radoc and Quita had legitimate appointments signed in 2016 and 2017, Zosa’s appointment was way back on Feb. 1, 2010.

Palad noted that Zosa’s post as executive vice president, as well as four divisions under it, was abolished when the GCG under the restructuring plan of the BCDA, then under its president Arnel Casanova, in February, 2016.

Magpantay noted, however, that Bingcang and Radoc were reappointed to their posts, while the third and last executive vice president post was assigned by current BCDA chief Dizon to Quita.

“This makes us wonder why Dizon did not give the third post to Zosa and instead tolerated her to function as executive vice president supervising the other three legitimate vice presidents,” Palad said.

P300K monthly

Magpantay cited BCDA records indicating that Zosa had a salary grade of 30 which is reportedly higher than the three legitimate vice presidents, or about P300,000 monthly for a total of about P15 million since 2016.

The CCW statement also said the Civil Service Commission (CSC) in the National Capital Region has confirmed the abolition of the EVP office that used to be under Zosa and has already also ordered an investigation.

The group said that “Zosa’s acts amounted to dishonesty, which should be meted the penalty of dismissal from service with perpetual disqualifi – cation from holding public office.”

The CCW also said Dizon as BCDA chief should also be probed under the principle of command responsibility.”
