Apalit responds to Pineda’s call

    APALIT – Mayor Oscar “Jun” Tetangco has responded to the call of Pampanga Governor Lilia “Nanay Baby” Pineda to close illegal dumpsites here.

    Tetangco also offered P.5 million worth of projects to each barangay captain who will push for the implementation of the solid waste management act signed into law ten years ago. 

    In an interview, Tetangco disclosed that he had closed the open dumpsite in Barangay Capalangan last year, even before his office received a letter from Malacañang asking the mayor to close what used to be the biggest dumpsite in the first class municipality.

    Tetangco said he coordinated with the Department of Environment and Natural Resources (DENR) regional office to “properly close” the dumpsite which was earlier complained by residents of nearby Calumpit town in Bulacan.

    “The governor is sincere in her desire to serve and effectively handle solid waste with the help of mayors and barangay officials. We in Apalit had responded way back to help her cause,” said Tetangco.

    The two-term mayor said he had promised to give an additional P500,000 worth of projects to each village chief who implements the provisions of Republic Act 9003, specifically waste segregation at source and the creation of a material recovery facility (MRF). There are 12 barangays here.

    However, Tetangco said he also warned his village chiefs led by Association of Barangay Captains (ABC) President Hermogenes Bayani Jr. to implement the law and maintain the cleanliness in their respective barangay “or face the consequences.”

    Tetangco said he and municipal and barangay officials have studied “best practices” on solid waste management in Plaridel, Bulacan and Mexico, Pampanga.

    “We studied aggressively first so that there will be no excuse that we can’t implement our plan to handle waste properly,” said Tetangco.

    The mayor added that they have successfully managed to segregate 50 percent of the total waste generated by the 97,292 residents or 15,072 households here based on the latest data.    

    Tetangco said he had discouraged the clustering of MRFs.

    “One won’t be responsible for his neighbor’s garbage. Would you? So each village should handle its own waste and be held responsible for it,” said Tetangco, who has to pass by areas in Bulacan to reach some of the Apalit barangays.

    Tetangco said he also urged residents and their leaders to pay their electric bills generated by lights on streets through the income generated from the segregated waste.

    “They use to throw away plastic and glass bottles. They gather them now and sell them for income benefiting the village,” said Tetangco, son of a former mayor.

    Tetangco also launched the use of “eco-bags” on his first term as his commitment to the preservation of the environment. He added that these bags could be used for a long time and are not made up of plastics.
