MABALACAT, Pampanga – A minor and his two fellow gang members were arrested in Barangay San Francisco here after they were caught stealing water meters by village officials.

San Francisco Barangay Captain Marcelino “Boy” Cruz said yesterday a week-long surveillance paid as they arrested three of the four alleged gang members preying on water meters installed by the Mabalacat Water District (MWD).

Cruz identified the suspects as Jefferson Capati Cruz, 22, and Jomar Ambatang Feliciano, 22, of Barangay Bical here. He added that the minor aged 17 was turned over to the Municipal Social Welfare and Development (MSWD) office shortly after his arrest.

Cruz disclosed that a member of the gang identified as Julius A. Feliciano eluded arrest and remained at large. The suspect is a relative of Feliciano.

Cruz said the suspects were members of the notorious “water meter gang” operating in this first class municipality. He added that they could be behind the series of water meter theft in San Francisco and nearby villages.

San Francisco Barangay Secretary Edwil Carillo said they recovered 11 water meters, tools in dismantling water meters and a motorcycle believed to be used as the gang’s get away ride.

The two-term village chief lauded his constituents for reporting the operation of the suspects leading to their arrest at about 2:00 p.m. last week.
