ANGELES CITY – “If there is anything to question it is the barangay hall of Mamac.”
Thus said City Administrator Mark Allen Sison as he assailed the “questionable” P14- million Balibago barangay hall of village chief Rodelio “Tony” Mamac completed in 2008.
Sison made the statements against Mamac after he was asked about the controversial P600-million sports complex project pushed by Mayor Francis “Blueboy” Nepomuceno.
Sison said that under the law, a government project amounting to more than P5 million should be bid out. He alleged that Mamac effected the construction of the two-storey barangay hall “by administration.”
“Mamac’s project is illegal because it was not bid out. Besides, it was supposed to have a budget of about P9 million but they loaned about P14 million for it,” he said.
“A lot of explaining should be done by Mamac,” he added. Mamac, for his part, stressed that the Balibago government and taxpayers had “fully gained from the project.”
He disclosed that the city government had budgeted some P27 million for the barangay hall.
“We saved lot of people’s money by making sure that it was done properly and without adding unnecessary cost benefitting my pocket,” said Mamac, who is running for mayor against Nepomuceno.
Mamac challenged Sison, saying “he should bring engineers and professionals to determine if the barangay hall’s budget was bloated.”
Mamac said Sison “should pray hard I will not win as mayor because I will investigate him first.”
“Sison may be the first to land in jail due to the alleged anomalies under the Nepomuceno administration,” said Mamac.
The first-term village chief had been vocal against the multi-million sports complex project, saying “it was untimely and illegal.”
Sison disclosed that the groundbreaking ceremony for the sports complex in Barangay Mining is slated on February 22 in time for the staging of the Central Luzon Regional Athletic Association (CLRAA) sports meet.
He added that the bidding for the sports complex was done last January 11.
Sison said the budget for the sports complex was set at P 500 million. The 5.2 hectare site for the project would amount to some P100 million.
Sison said the Philippine Veterans BanK (PVB) had approved the P813-milllion loan of the city government. He added that some P213 million would be used by the city government to pay the debt incurred by then mayor and now Rep. Carmelo “Tarzan” Lazatin.
“This is to make clear to the public that the sports complex cost about P600 million and not P800 million as claimed by others,” said Sison.
