P813-M sports complex project ‘a dead proposition’

    ANGELES CITY – Citing provisions of the Local Government Code (LGC), Balibago Village Chief Rodelio “Tony” Mamac described as “a dead proposition” the planned P813-million sports complex project of the city government.

    Mamac said the manner by which Mayor Francis “Blueboy” Nepomuceno and his people had worked for the establishment of the sports complex “is highly unconstitutional and illegal.”

    Mamac said that Section 296 of the LGC’s General Policy says “it shall be a basic policy that Local Government Unit may create indebtedness, and avail of credit facilities to finance local infrastructure and other socio-economic development projects in accordance with the approved local development plan and public investment program.”

    He claimed that the multi-million sports complex was not included in the 2009 Local Development Plan approved in Baguio City late last year.

    City Administrator Mark Allen Sison, in a text message yesterday, said “what else is new?” when asked to comment on the statements of Mamac, who vowed to run for mayor in 2010 against Nepomuceno.

    ”Let’s not emphasize what’s already obvious. He (Mamac) is, as usual, fabricating information or pretending to be Mr. Know-it-all,” Sison added.  

    Mamac said the city government could not seek a loan for the sports complex due to its “low” debt service ceiling. He disclosed that the Angeles LGU’s debt service ceiling is only P17, 345,000.

    “Banks would not lend you such big amount if you have no capability to pay properly,” said Mamac. He added that “banks would not release money unless you complete the requirements they need.”     

    Mamac also assailed members of the city council affiliated with the first-term mayor. He added that the members of the majority in the council failed to hold a public hearing before approving three resolutions authorizing Nepomuceno to seek a loan for the sports complex.

    Mamac attended the special session of the city council last Friday and expressed disgust over the letter of Nepomuceno asking for the approval of supplemental budget No. 3 with a total appropriation of P812, 692, 717.50 to fund the sports complex project.

    Nepomuceno’s letter sparked a “word war” because his letter referred to a resolution instead of an ordinance.

    “The mayor was a three-term congressman and he should have known that you need an ordinance when allocating for budget in government,” said Mamac.
