    Councilors tagged in illegal collection

    ANGELES CITY – Two city councilors, one of whom was described as “tall,”were allegedly involved in the illegal collection of fees at the defunct night market in Barangay San Nicolas here. Some P3 million were reported collected but did not accrue to the coffers of the city government.

    The allegations were made by Barangay Captains Rodelio “Tony” Mamac of Balibago and Val Lagman of Claro M. Recto in a recent interview. They added that they had received the information on the alleged missing funds and illegal collection from former market vendors at the night market.

    “We are informing the mayor because the welfare of the vendors and the taxpayers are at stake. Besides, two councilors are being dragged in the controversy. They should investigate and file the appropriate charges if warranted,” said Mamac, a retired police officer. He added in jest that “if they want they can give me the authority to investigate.”

    “How come only some P250,000 had been remitted to the city treasurer when the vendors disclosed that at least P3 million should have been collected in a span of almost one year,” said Lagman. Earlier, the Muslim Vendors of Angeles City said some 220 stalls operated on a daily basis at the night market. They added that P50 was charged per stall and the collection should be at least P11,000 daily.

    Qareeb Grande, an official of the Muslim vendors, said a certain “Yo” had collected the fees accompanied by personnel of the city government. Lagman identified “Yo” as Evelyn De Guzman.

    City Administrator Mark Allen Sison, for his part, said “Yo” or De Guzman had not been connected with them or collected fees on their behalf.

    Sison said they had asked the Muslim vendors’ officials to cooperate with them so that they can investigate the alleged illegal collection and missing funds.

    “We asked our Muslim brothers to coordinate with us to hasten the investigation,” said Sison.

    “In any decent venue, they don’t accept hearsays as evidence,” said Sison. “We will investigate and will file charges if necessary.”

    Mamac said Sison and Mayor Francis “Blueboy” Nepomuceno should “act on the problem decisively and people are waiting for their actions.”

    Earlier, members of the majority bloc led by Councilors Ares Yabut and Agapito Del Rosario pushed for the amendment of Ordinance No. 226 (series of 2008), otherwise known as “An Act Creating the Angeles City Night Market.” The night market in San Nicolas was transferred to the Nepo Quadrangle.
