CITY OF SAN FERNANDO – Rene Romero, president of the Pampanga Chamber of Commerce and Industry (PamCham), said he wants a win-win decision on the zonal evaluation of Real Property Taxes here.

“What we want is a win-win decision on the zonal evaluation and not a one-sided thing for the traders in the province,” he said.

“We will agree to increases but not too much amid the global economic slowdown. The planned exorbitant rise of zonal valuation is anti-development and not friendly to businesses,” Romero added.

The zonal valuation is used to determine the Real Property Tax of landowners.

Romero disclosed that PamCham Chairman Levy Laus and City of San Fernando Mayor Oscar Rodriguez had met with Department of Finance (DOF) Sec. Margarito Teves on Tuesday to stress the need to stop the implementation of the new tax valuation that will increase taxes by at least 700 percent.

“Businessmen now have support from Mayor Oca and other officials. The DOF and Bureau of Internal Revenue had decided a moratorium until April 15,” he said.

Teves, local officials, BIR executives and businessmen will meet at the Laus-owned Carworld office here on Monday at 10:00 a.m. to discuss the revision for the zonal valuation.

At the regular session of the Sangguniang Panlalawigan (SP) on Tuesday, the SP approved a resolution urging the inclusion of three board members in the panel tasked to draw up the zonal valuation for Pampanga. They are Board Members Tars Halili, Ric Yabut and JQ Quiambao.

“We must be helping them resolve the controversial issue as elective officials. The zonal valuation is counter-productive and untimely and exorbitant that will surely affect the development in Pampanga, ” said Halili.

He added that “to address the concern of our constituents, we would like to suspend the revised implementation of the revised zonal devaluation.”

In 2006, realtors in Pampanga have also asked the Bureau of Internal Revenue to immediately stop the implementation of a new zonal valuation and conduct a public hearing first on the said tax order.
