Who’s to blame for dmia project delay?

    He is, in a word, dilly-dallying. That is how they described the willy-nilly work attitude of the President and Chief Executive Officer of the Clark International Airport Corporation, (CIAC). They are blaming him for the unnecessary or uncalled-for delay in the implementation of the vital and viable undertaking at the Diosdado Macapagal Internationl Airport (DMIA).

    Those who told on the hesitance if not reluctance of the CIAC head in making a decision are foreign investors and proponents for the expansion and development of the Clark Airport. They are wondering particularly why he has to hem and hew in dropping out PhilAero Consortium when it had already been found wanting of financial capabilities to undertake the billion-dollar project.

    Now the men of the next-in-line proponent for one are asking if the CIAC honcho is playing favorites in choosing the Clark Firm’s foreign partner in a Joint Venture Agreement. They are even putting on that if Manny Pacquiao is the Eight Wonder of the World, the Clark Airport bell cow could be considered the Ninth Wonder. What a way to skin a cat, if you know what I mean.

    What makes these men passed the buck on the honorable, estimable, high-principled, noble, upright, illustrious, and worthy-to-be praised ground pilot of CIAC? Is it for a grasping reason that he kept on blowing hot and cold over his decision? Or, is it because the House Speaker and a DOTC Undersecretary assured him of his retention and so it could play fast and loose with his words?

    The answers to the questions are not blowing in the violent wind, but they lie on what took place last October 8. That is when the CIAC Board decided to notify the seemingly favored proponent that its unsolicited proposal was evaluated as financially handicapped to do work. And as yet, the thumbing-down letter is not signed by you know who for reason you know not.

    Meanwhile, the men of the most qualified foreign consortium and next-in-line proponent await the singular event of having to sit with the CIAC people in the negotiating table. How soon are they going to see the light of the undying flame of understanding to enable their selves in putting the aviation project through on time? It is of due diligence that they have to be finally negotiating.

    As a matter of fact, the Metro Pacific Investment Corporation, (MPIC) of Manny Pangilinan tends to favor the Malaysian Consortium after his exploratory talks with the group. The MPIC top man appears to be fully convinced that the Malaysian proponent can do the Clark Airport undertaking expeditiously precisely because of its willingness, Ability, and Readiness in all aspects of getting through with it.  

    Little wonder then that the foreign and local investing proponents are blaming that certain someone for the DMIA project delay. In spite of what these people say of him however, he gives no damn to it. What is really in his mind?  Who are we to think the unthinkable, to perceive the unperceivable, to fathom the unfathomable, and to speak the unspeakable?  

    God bless the Philippines for having a Ninoy Aquino International Airport (NAIA) sinking ominously out of sight. God bless the Pilipino for having no better alternative than an unexpanded and undeveloped DMIA. God bless the Kapampangan for having a Cabalen who would not pull well with the CIAC board and who would not sign a simple letter of disqualification.
