Balibago chief seeks DILG help for release of RPT shares

    ANGELES CITY – Balibago Barangay Captain Tony Mamac is calling for the immediate release of the village’s real property tax (RPT) shares.

    In a letter to Department of Interior and Local Government (DILG) Regional Director Florida M. Dijan, Mamac requested the assistance of the former for the release of the RPT of Balibago from March to October this year amounting to some P1.2 million.

    Punto! obtained a copy of the letter, which was dated October 8, only last Monday. Mamac’s letter to Dijan underscored Barangay Resolution No. 12-2013 “urging Mayor Edgardo Pamintuan and City Treasurer Juliet Quinsaat for the immediate release of the proceeds of RPT shares for Barangay Balibago…in compliance with Section 271 (D) of RA 7160” and requesting the assistance of the department for its proper implementation.

    The barangay resolution cited a statement allegedly made by Joseph Alfie T. Bonifacio, Mamac’s rival in the upcoming barangay polls, that the RPT shares of the barangay will not be released until December when he is already the barangay captain.

    “They will not release the RPT of Balibago until December until I am already the Barangay Chairman” Bonifacio reportedly said. The resolution said such statement smacks of a “conspiracy” and “deserves an investigation by the Office of theOmbudsman.”

    The barangay resolution also said “the City Treasurer could not claim  ignorance of the law especially with respect to the provisions of Section 271 that lay down the sharing scheme among Barangays concerned and the duty to remit the applicable share of each Barangay on a quarterly basis within five days after the end of each quarter and shall not be subject to any lien or holdback.”

    However, in a letter to the barangay council on July 19, Quinsaat put the blame on the Office of the Mayor, particularly on City Administrator Dennis Albert Pamintuan, as “the cause of the delay” in releasing the RPT of Balibago.

    Quinsaat said “the proper Disbursement Vouchers and Checks were long been (sic) submitted to the City Administrator for proper disposition.” Mamac said the non-remittance of the barangay’s RPT shares wreak havoc on their budget especially in rendering basic social services to his constituents.
