BCDA chair stops P1-B Clark transmission line project

    CLARK FREEPORT — The P1-B transmission line project of the Clark Development Corp. (CDC) is now reportedly on hold pending a review of the contract with the winning consortium identified as MIESCOR-NARI-TBEA.

    Bases Conversion and Development Authority (BCDA) Chairman Arnel Casanova has reportedly put on hold last week the implementation of the contract for the design and build services for the Clark 230 KV power transmission line project that will see the construction of steel poles and towers, the setting up of transmission cables, and payment of right of way from Mexico town to this freeport.

    Casanova reportedly placed the power line project for review after it was allegedly rigged in favor of the winning consortium of MIESCOR-NARI-TBEA.

    It was learned that the existing power lines are already obsolete and cannot serve the needs of the investors.

    According to sources, this prompted the $1-billion Texas Instruments facility to source its power needs from the previous Phase 1 power project while Samsung currently gets electricity from the Phase 2 power project.

    Both Phase 1 and Phase 2 power projects had already been completed while Phase 3 will augment the supply of power to the investors.

    Clark locators are reportedly dismayed at the CDC management for the constant power interruptions that affect their operations.

    Under Section 32.3 of the Implementing Rules of RA 9184, the CDC Special Bids and Awards Committee for the Phase 3B Power Project headed by Franco Madlangbayan or any member of the bid committee are not allowed to communicate with the winning bidder during the pre-qualification phase of the project.

    It is not known, however, if any of the project committee members communicated with the consortium during the bidding.
