So much brouhaha have been circulated when the Department of Foreign Affairs Regional Office was transferred from Clark to the City of San Fernando, Pampanga.
The exchange of arguments intensified when the National Bureau of Investigation was said to be following the DFA. Mayor Boking Morales of Mabalacat blamed the Clark Development Corp. for sleeping on the job, arguing that the transfer of DFA has adverse effects to the economy of Mabalacat and would greatly prejudice the public.
CDC countered that it had exerted efforts through several discussions and negotiations before DFA finally transferred to the City of San Fernando. Days later, Morales clarified that he is not blaming CDC for the transfer. He was just harping his frustrations because of the “importance to the community and the residents and people” of the presence of these offices in Clark.
The City of San Fernando is the designated Regional Government Center where the Regional Development Council III has even set aside portions of land for the Regional Offices of national agencies.
One has to pass through the city to be able to go to any provinces from all directions, be it north in Tarlac and Pangasinan, west in Bataan and Zambales, east in Nueva Ecija and south in Bulacan on to Metro Manila. Thus, it has established its role as the regional growth center, the center of commerce and trade of the region
It is so strategically located that every province and towns in Region III cannot complain of being too far. It is the center of trade and industry, and geographically speaking, this city is the heart of Region III.
All Regional Offices are here: Agrarian Reform, Agriculture, DENR, Labor, LTO, NSO, DSWD, DTI, GSIS, SSS, COMELEC, DILG, Justice, Judiciary, Camp Olivas, Provincial Jail, etc. Soon, the Central Bank’s Regional Center in Sindalan.
But I understand the predicament of the people in the 1st district of Pampanga, and in Tarlac. However, if DFA and NBI would remain in Clark, we would also understand the same sentiments of the people from the 2nd and 3rd districts of Pampanga, Nueva Ecija, Bataan and Bulacan.
This was the same sentiment when DFA transferred to Clark from the Paskuhan Village in the City of San Fernando a few years ago.
There is an accusation that DFA was transferred to boost the real estate market value of the idle lots within the vicinity, allegedly benefitting some well-known landowners. Are we seeing Villar’s C-5 project here? This may be getting too far.
For me, I personally congratulate Mayor Oscar Rodriguez of the City of San Fernando for his contribution in having these national offices establish their regional offices in his city.
The proximity of these offices, which more often are interconnected with one another in terms of document requirements and approval, would indeed bring relief to the people. Hence, when you apply for a passport, the NSO, the NBI, the COMELEC, the SSS and the GSIS are not too far to complete your requirements.
And if your submitted passport photo is defective, SM Pampanga is just a minute away to have your best shot.
