MALOLOS CITY—Bulacan Governor Roberto Pagdanganan assumed office on Monday after the provincial election supervisor posted the writ of execution at the wall of the heavily guarded and barricaded capitol building.
On the other building, Gov. Joselito Mendoza clung into his office while hundreds of his supporters blocked the entrance of the capitol building in an attempt to buy more time as his lawyers filed a petition before the Supreme Court.
“Officially, I am now the governor of Bulacan,” Pagdanganan told hundreds of his supporters who gathered at the capitol mini-forest park here.
He later proceeded to the Gat Blas F. Ople building where he will temporarily hold office until Mendoza steps down.
The Gat Blas Ople Building houses the provincial museum and the Provincial Sports, Education, Arts and Culture Office (PYSEACO). But when Pagdanganan entered yesterday, there was no one in the building except for a few police officers and members of the capitol civil security unit.
It was the second time that Pagdanganan entered the same building. Last February 10, he entered it as a symbolic way of showing that he is the duly elected governor of Bulacan.
Unlike in Pagdanganan’s first attempt to enter the same building, there was no resistance yesterday and he was able to hold a press conference inside.
Just before the press conference, Pagdanganan’s supporters removed the framed picture of Mendoza, and he advised his supporters not to destroy it.
During the press conference, Pagdanganan announced the appointment of Lawyer Jose Cruz as the new Provincial Administrator; former Pulilan Councilor Eric Castro as his chief of Staff; and Roberto Paulino as chief of security.
For his first order of the day, Pagdanganan announced that he has issued memoranda for the reversion of the Calumpit Maternity Hospital into Calumpit District Hospital; for the removal of barricades at the capitol grounds.
He said that he has sent memorandum to Malolos City Mayor Danilo Domingo and the Provincial Engineering Office (PEO) for the removal of the blockade.
Pagdanganan said he also sent memorandum to all department heads of the provincial government for inventory of programs, facilities and budget of the capitol.
“I want to establish a benchmark starting today and I want to know how is the provincial government is doing. The Bulakenyos are counting on the support of the provincial government especially in this time of El Nino,” he said noting that he will meet with Agriculture Secretary Bernie Fondevilla in two days for El Nino mitigation measures in the Bulacan.
