‘Stable internal peace’ in Pampanga reaffirmed

CITY OF SAN FERNANDO – Two major resolutions aimed at the sustainability of a stable internal peace and security in Pampanga were unanimously approved at the 1st Quarter Joint Meeting of the Pampanga Peace and Order Council, Provincial Anti-Drug Abuse Council, and the Provincial Task Force to End Local Communist Armed Conflict held March 13 at the Kingsborough International Convention Center here.

The councils adopted the Pampanga Peace Alliance Framework toward stronger collaboration among government agencies, security forces, local government units, and civil society organizations in advancing peace, public safety, anti-illegal drug initiatives, and sustainable development in the province.

Also reaffirmed during the meeting was Pampanga’s State of Stable Internal Peace and Security (SSIPS) which underscored the province’s commitment to collective action, good governance, and sustained efforts to protect communities and promote lasting peace in the province.

Joining Gov. Lilia “Nanay” Pineda in the ceremonial signing of the reaffirmed SSIPS were Vice Gov. Dennis “Delta” Pineda, sangguniang panlalawigan committee on peace and order chair Atty. Claire David-Lim, Department of the Interior and Local Government-Pampanga director Myra Moral-Soriano, Pampanga police director Col. Eugene Marcelo, 703rd Infantry Brigade-7ID commander Brig. Gen. Eugenio Julio Osias IV, 70th Infantry Battalion-7ID commanding officer Lt. Col. Ryan Joseph Cayton, and 7th Civil-Military Operations Regiment commanding officer Lt. Col. Russel Anthony Bumanlag.

Also in attendance were officers from the Criminal Investigation and Detection Group, Bureau of Fire Protection, National Intelligence Coordinating Agency, Philippine Drug Enforcement Agency, the mayors of Pampanga and municipal police chiefs.

“Crisis ngayon hindi lang pagtaas ng gasolina. Pati trabaho at presyo ng pagkain. Involved tayong lahat. Sa problema ng kahirapan doon pumapasok ang problema sa kapayapaan kaya kailangan meron tayong Plan B,” said Governor Pineda, underscoring the import of the meeting.

“Sa patuloy na pagtaas ng presyo ng produktong petrolyo, ramdam ng mga Kapampangan ang ‘domino effect’ nito sa kabuhayan. Kapag tumataas ang gastos ng pamilya at lumiliit ang oportunidad sa trabaho, mas nakikitaan ng kahinaan ang mga komunidad sa iba’t ibang suliraning panlipunan,” she explained.

Also approved during the meeting was a resolution recommending that all vehicles to be procured under the FY 2026 Peace and Order and Public Safety Fund be hybrid-type vehicles in a bid to improve operational efficiency, strengthen energy security, and promote more sustainable government operations.
