CITY OF SAN FERNANDO, Pampanga (PIA) — The Government Service Insurance System (GSIS) has announced the availability of its emergency loan program with a three-month grace period for qualified members and pensioners across Central Luzon, following the declaration of a national state of calamity.
GSIS Pampanga Branch Frontline Service Department Division Chief Michelle Espiritu said the loan program was immediately approved by management to assist government employees and retirees in Region 3 who were affected by recent typhoons.
“Ito ang paraan namin para matiyak ang mahusay na serbisyo sa ating mga miyembro. Alam namin kung gaano kabigat ang pasanin ng ating mga frontliner at pensioner, kaya nais naming magbigay ng ginhawa sa pamamagitan ng emergency loan na ito,” Espiritu stressed.
Under the program, borrowers may avail of up to P20,000 with six percent interest per annum, payable in three years.
For those with outstanding balances from the July 2025 emergency loan, they may borrow up to P40,000, with deductions made from the previous loan to ensure net proceeds of not less than P20,000.
Espiritu explained that members in Central Luzon who will avail this November will begin repayment only in March 2026, giving them a three-month payment holiday without additional charges or surcharges.
“Ang mga miyembrong mag-aavail ngayong Nobyembre ay magsisimula lamang magbayad sa Marso 2026, kaya may tatlong buwang payment holiday sila. Wala pong karagdagang bayarin o surcharges sa panahon ng grace period.” she stressed.
Applications are open from November 7, 2025 until February 7, 2026.
Borrowers may apply through the GSIS TouchUp mobile application, which allows members and pensioners to view their membership profile, salary records, and benefits.
“Hinihikayat namin ang lahat na i-download ang GSIS TouchUp App dahil madali itong gamitin at makikita dito ang membership data, sahod, at kahit ang tentative computation ng benefits,” she added.
For those without internet access, GSIS offices and digital business centers across Central Luzon remain open to assist applicants.
“Ngunit para sa mga naapektuhan ng bagyo na hindi makakagamit ng internet, bukas pa rin ang aming mga opisina sa rehiyon upang tumulong.” Espiritu assured.
Qualified members must have updated premium payments, sufficient take-home pay, no pending administrative cases, and approval from their respective Authorized Agency Officers.
Loan proceeds are released within three working days through GSIS-issued ATM cards.
“Kapag naaprubahan na, ang loan proceeds ay direktang ikinikredito sa inyong GSIS ATM card. Sa loob lamang ng tatlong araw na trabaho, magagamit na ang pondo.” Espiritu noted.
Aside from the emergency loan, GSIS continues to offer other programs such as the Multi-Purpose Loan, policy loans, educational assistance, and access to acquired assets through lease with option to buy.
Espiritu also encouraged members in Central Luzon to take advantage of the restructuring program for service loans and housing loan restructuring for delinquent borrowers, which allows them to settle obligations without surcharges and penalties.
“Inaanyayahan din namin ang ating mga miyembro na samantalahin ang restructuring program para sa service loans at housing loan restructuring para sa mga delinquent borrowers. Makakatulong ito upang maayos nila ang kanilang obligasyon nang walang surcharges at penalties.” she added.
GSIS likewise reminds existing members and pensioners in Central Luzon of their annual validation requirement, which can now be completed digitally via the GSIS TouchUp App. (MJSC/AJPM, PIA Region 3-Pampanga)
