Garcia: Let BJMP manage prov’l jail

    BALANGA CITY – Gov. Enrique “Tet” Garcia on Monday afternoon said he is giving the Bureau of Jail Management and Penology a chance to manage the Bataan Provincial Jail despite the unrest that happened between inmates and jail officers last Saturday.

    Garcia stressed that BJMP has the expertise which the provincial government does not have in running the jail. The provincial government has been supervising the jail until BJMP took over about a month ago upon request of Garcia.

    He made it clear, however, that he has invited the Commission on Human Rights and requested Sec. Jesse Robredo of the Department of Interior and Local Government to send men to assess what really happened.

    The Integrated Bar of the Philippines-Bataan chapter reported Monday that 42 inmates were hurt allegedly from rubber bullets, sipa, hampas by jail guards. Lawyer Dante Ilaya, past IBP president, announced to hundreds of relatives of inmates that 17 inmates were transferred to Olongapo City jail while two committed at the Muntinlupa penitentiary.

    Garcia made the assurance that there was no casualty and no one seriously hurt among the detainees. He said some leaders of the inmates were brought to Olongapo City jail “to isolate them at para hindi na manggulo.”

    Garcia defended the provincial government’s move of transferring the management of the jail to BJMP.

    “Alam naman ninyo na maraming bilanggong nakakawala, inilalabas at nag-iinuman at may mga nakuhang bladed weapon at illegal drugs noon kaya kinausap natin ang BJMP to supervise,” the governor said.

    He said the provincial government, “perhaps the first in the country”, spent for the construction of a two-storey building that now housed one-half of more than 900 inmates.
    “Merong good ventilation ito at siyam lamang na preso sa bawat selda na may sariling paliguan at palikuran,” he said.

    Garcia said under the memorandum of agreement with BJMP, the bureau supplies the manpower while the provincial government takes care of the food and other needs of the jail.  He said that he has increased from P35 to P50 the daily food subsistence of each prisoner.  “Iyong P35 na dati, kinukuha pa ng pinaka-mayor ng mga preso ang limang piso kaya P30 na lamang ang naiiwan para sa pagkain,” the governor said.
