CDC backs ARTA’s push for efficient public service, good governance

CLARK FREEPORT—The Clark Development Corp. has reaffirmed its support for the Anti-Red Tape Authority’s (ARTA) initiatives to improve government service delivery and promote good governance.
As part of this effort, CDC recently hosted an orientation-writeshop on the implementation of the Citizen’s Charter and Harmonized Client Satisfaction Measurement (CSM) Report for local water districts in Central Luzon.
The event, held on Oct. 8 at the Clark Events and Conference Hall, brought together representatives from 25 water districts across the region.
In a recorded message, ARTA director general Secretary Ernesto Perez highlighted the importance of water in national development.
“Water is at the heart of development,” he said while underscoring how public service efficiency contributes to community sustainability.
CDC vice president for legal affairs Atty. Gloria Victoria Taruc, speaking on behalf of CDC president and CEO Atty. Agnes VST Devanadera, welcomed the participants and acknowledged the critical role of water districts in ensuring access to safe and reliable water services.
Taruc, who leads CDC’s Technical Working Group on Rate Rebasing 2026, also noted CDC’s alignment with ARTA’s ease of doing business framework.
“We believe that by working together with ARTA and the local water districts, we can build a future where water services are accessible, resilient, and responsive to the needs of every Filipino,” she said.
ARTA Central Luzon chief administrative officer Mary Grace Manabat expressed appreciation for CDC’s continued support of ARTA’s programs aimed at fostering inclusive and transparent governance.
The activity was organized by ARTA’s Central Luzon Regional Field Office as part of its ongoing efforts to help government agencies and utilities comply with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. CDC-PR
