C. Luzon ARBs get land titles, CLOAs, debt relief certificates under Marcos admin

CABANATUAN CITY (PIA)—Since the beginning of President Ferdinand R. Marcos Jr.’s administration, the Department of Agrarian Reform (DAR) Central Luzon has been actively assisting agrarian reform beneficiaries (ARBs) in the region, in line with his directive to expedite land distribution and ensure lasting ownership for farmers.

The assistance includes the distribution of Certificates of Land Ownership Award (CLOA), Certificates of Condonation with Release of Mortgage (COCROM), and Electronic Titles (e-Titles) under the Support to Parcelization of Lands for Individual Titling (Project SPLIT).

In his fourth State of the Nation Address (SONA), the President emphasized the government’s commitment to accelerating the implementation of agrarian reform programs.

“At para sa susunod na ating salinlahi ng mga magsasaka, tiyak na magiging kanila na nang tuluyan ang lupang sinasaka nila. Kasalukuyang pinapabilis ng DAR ang pamamahagi ng mga CLOA at ng mga e-Titles. Pati na ‘yung mga COCROM, bilang patunay na wala ng utang ang mga benepisyaryo ng agrarian reform, he stated.

(And for the next generation of our farmers, the land they till will surely and permanently be theirs. The DAR is currently speeding up the distribution of CLOA and e-Titles. Also the COCROM, as proof that agrarian reform beneficiaries no longer have any debt.)

From July 2022 to June 2025, the DAR Central Luzon distributed 5,379 CLOA under the regular Land Acquisition and Distribution Program to the same number of ARBs, covering a total of 4,591.99 hectares of agricultural land.

DAR OIC-Regional Director Eric Francis Luna said distributing CLOA remains a primary step in providing land to farmers, which he described as the foundation of social justice and rural development.

During the same period, and pursuant to Republic Act No. 11953 or the New Agrarian Emancipation Act, the agency issued 32,599 COCROM across the region, benefiting 26,456 ARBs.

This initiative condoned ₱1.435 billion in unpaid amortizations, covering 33,269.40 hectares of land.

Luna noted that COCROM relieved ARBs of financial burdens by forgiving their debts and granting them full ownership of their agricultural lands.

In addition, from July 2022 to June 2025, a total of 3,105 e-titles were generated in the region under Project SPLIT, covering 4,120.99 hectares and benefitting 2,475 ARBs.

Luna explained that Project SPLIT provides clear and legal identification of land for each beneficiary through individual e-titles, which helps improve access to support services and livelihood opportunities.

With these developments, he emphasized the importance of these programs, stating that they are significantly beneficial to ARBs in Central Luzon.

“Sa kabuuan, ang mga programang ito ay hindi lamang nakatutok sa legal na aspeto ng pamamahagi ng lupa kundi tumutugon din sa mas malalim na layunin ng reporma sa lupa—ang pagtaguyod ng katarungang panlipunan, pagpapaunlad ng kanayunan, at pagbibigay ng kapangyarihan sa mga tunay na tagapagpakain ng bayan. Sa Central Luzon, kung saan malaki ang bahagi ng agrikultura, ang mga programang ito ay may direkta at positibong epekto sa kaunlaran ng rehiyon at ng mga pamilyang magsasaka,” he pointed out.

(Overall, these programs do not only focus on the legal aspect of land distribution but also address the deeper goals of agrarian reform—promoting social justice, advancing rural development, and empowering the true food providers of the nation. In Central Luzon, where agriculture plays a major role, these programs have a direct and positive impact on the development of the region and the lives of farming families.)

DAR Central Luzon continues to implement measures aligned with the Marcos Administration’s directive to fast-track land reform and support ARBs.

These initiatives include thorough validation and profiling of ARBs, the ongoing parcelization of lands under the Project SPLIT, and the inventory of lands that may still be eligible for distribution.

The delivery of support services is also being expanded—such as training, provision of farm machinery, and access to credit—while strengthening coordination with other government agencies and local government units to ensure more integrated services.

As part of its continuing mission, the DAR Central Luzon reaffirms its unwavering commitment to agrarian reform.

The agency emphasized that alongside the distribution of land ownership documents are concrete efforts to empower ARBs to become productive, successful, and dignified contributors to the nation’s food supply. (MJSC/MAECR, PIA Region 3-Nueva Ecija)
