Cong Pogi’s bill seeks to establish ‘Bale Pusu’ in all LGUs

ANGELES CITY — Pampanga 1st District Rep. Carmelo “Pogi” Lazatin, Jr. on July 29 filed House Bill No. 2422, “An Act Establishing The Bale Pusu Home For The Elderly In All Cities And Municipalities.”

Through HB 2422, at least one Bale Pusu home for the elderly shall be established in all cities and municipalities in the country, prioritizing elderly citizens who have been abandoned, left on the streets, or have no families or kin to take care of them.

The proposed elderly home is patterned after the Bale Pusu Home for Abandoned Female Elderly first established in Barangay Sta. Teresita here Sept. 15, 2021, during Lazatin’s term as city mayor.

Angeles City’s Bale Pusu serves as a home for homeless female elderly rescued from the streets, and offers free vitamins and medicines, regular check-ups, free hygiene kits, and free clothing for its wards. It can house eight to 12 seniors and includes a receiving area, an activity area, a dorm-type bedroom, a mess hall, and a kitchen.

Under the proposed bill, a Special Committee on Bale Pusu Home for the Elderly shall be established to ensure that the elderly home has sufficient qualified staff to render appropriate services to elderly wards in the centers; facilities, rooms, and spaces that are suitable for eldercare; basic health and recreational facilities; basic utilities, such as electricity and water; and a database on elderly wards.

As city mayor, Lazatin has been known for his pro-elderly programs and initiatives, which includes the provision of free vitamins, medicines, and vaccination for senior citizens, delivered right at their doorstep.

Lazatin also frequented various barangays to visit bedridden senior citizens – a practice he continues now as district representative.

Since assuming office on July 1, 2025, Lazatin has been visiting bed-ridden elderly, aged 90 to 99 years old, in Mabalacat City and Magalang Municipality to personally deliver P2,000 financial assistance, Vitamin C supplements, five kilos of rice, and free medical check-ups, funded out of his own pocket.
