CASIGURAN, Aurora (PIA) — The Aurora Pacific Economic Zone and Freeport Authority (APECO) and the Bureau of Fisheries and Aquatic Resources (BFAR) have signed a partnership to implement inclusive coastal livelihood projects in Aurora.
The agreement includes the development of key facilities in Casiguran town namely a one-hectare salt production site, seaweed farming areas, and an inland marine hatchery to support marine-based livelihood.
APECO President and CEO Gil Taway IV said the initiative reflects a people-centered approach to development, ensuring that projects address the actual needs of communities and deliver long-term impact.
“By working together on key projects, we are laying the foundation for sustainable livelihood, local enterprise development, and stronger food security for Casiguran,” he emphasized.
These facilities are expected to produce marine-based goods for culinary use and export, creating new income sources while promoting environmental sustainability.
The partnership also covers the deployment of a Vessel Monitoring System along the Eastern Seaboard and the Philippine Rise to strengthen marine resource management and regulatory transparency.
“These initiatives aim to empower local communities and transform Casiguran into a hub for marine-based investments, aligned with our vision of becoming the Fishing Capital of the Pacific,” Taway added.
BFAR Regional Director Wilfredo Cruz welcomed the collaboration, highlighting its alignment with regional goals for fisheries innovation and inclusive development.
“There were many plans initiated before, but it is only now that BFAR can confidently say we are on the same page with APECO for genuine, sustainable development in Aurora,” Cruz said.
He added that the project showcases new technologies that can enhance marine conservation and support the growth of coastal livelihood.
“With APECO’s infrastructure development priorities, we believe Casiguran can serve as a model for other coastal areas in the country,” Cruz pressed.
