ANGELES CITY – Citing his performance and achieve-ments as local chief executive from 1992 to 1998 in this city, mayoralty aspirant Edgardo “EdPam” Pamintuan topped the latest independent survey garnering 51 percentage points from a total of 988 respondents.

Final results from the Paragon Research Center (PRC), a local independent survey firm, showed that Pamintuan leads in 25 out of 33 barangays here and two resettlement areas (Northville and Epza) in this city.

His rival, Mayor, Francis “Blueboy” Nepomuceno placed second with 29 percentage points while Balibago village chief Rodelio “Tony” Mamac is trailing behind Nepomuceno with 15 percentage points.

Some 39 respondents (9%) refused to answer the question saying they are still undecided on who will they vote for mayor.

The PRC survey was commissioned by a group of businessmen and professors here who refused to be named fearing reprisal. College students coming from Mabalacat conducted the survey from March 13 to 24.

Pamintuan, former chairman of the Subic-Clark Alliance for Development Council (SCADC), topped surveys in 24 barangays with significant leads except in Sto. Rosario, Sta. Teresita, Ninoy Aquino, Lourdes Nothwest, Agapito Del Rosario and Mining.

He is also leading in Cutcut (17-16), a known bailwick of the Nepomucenos.

Pamintuan also outvoted Nepomuceno in barangay Pulung Maragul where the former garnered “an overwhelming 19-2 lead.”

In barangay Balibago, 55 respondents favored Pamintuan while Mamac got 28. Nepomuceno placed third with 21 while five respondents were undecided.

The same survey also disclosed that 8 out of 10 people said that they remember Pamintuan as the mayor who rebuilt the city from the devastation wrought by the Mt. Pinatubo eruption.

“Aside from the poor, he also got the support of top businessmen in the city and those in the middle class. This is due to the current administration’s failure to solve the worsening garbage problem and increasing crime rate here,” the PRC survey said.

“This survey only proves that the people of Angeles are disappointed with what is happening in the city right now,” Pamintuan said.

In the same survey, Vice Mayor Vicky Vega-Cabigting also topped the vice mayoralty race garnering a score of 479 (48%) against Dr. Ric Zalamea’s 353 (36%). Mamac’s Chris Cadiang placed third with 84 (9%) while 72 (7%) were undecided.

Cabigting topped the surveys in 29 out of 33 barangays and in Northville and Epza resettlement areas.
