2 Bataan LGUs prepare for oil spill

SAMAL, Bataan: The local government units here and Abucay town in Bataan on Tuesday announced preparations for the oil spill caused by the sinking of a loaded motor tanker off Limay.

Both municipalities are seeking donations for coconut husks, corn hair, human hair and other materials to assemble organic oil spill boom.

Samal is known for its green mussels, oysters and capiz shells while Abucay is rich in green mussels or tahong. Fishermen are grateful for the concern to them of Samal Mayor Alex Acuzar and Abucay Mayor Robin Tagle

Samal administrator Jay Sammy Lat said that last Sunday, town Mayor Acuzar called for an emergency meeting to discuss the instructions of Gov. Jose Enrique Garcia 3rd to be alert and be ready for the oil spill.

“Ang bayan ng Samal kailangang maghanda din ng coconut husks na ilalagay sa lambat. Darating na inorder naming lambat para paglagyan namin ng coconut husks para hindi dirediretso makapasok kung sakali man ang oil spill dito sa Samal,” Lat said.

“Unang- una ang dagat ng Samal parang pa-U tapos kadikit nito Pampanga at Bulacan. Pagdating ng ver months kasi ang hampasan ng alon galing Manila Bay so Manila Bay ang Bulacan. So, kung magbago ihip ng hangin direct hit ang Samal. Yon mangyayari kaya kami nagdadasal na sana yong alon hindi na pumunta rito na manggagaling sa Bulacan,” he explained.

“Basta kami maghahanda. Inalerto namin buong barangay, humingi kami ng tulong na kung may buhok sa mga barber shop, buhok ng mais pati coconut husks, pinapa-consolidate namin at ngayon ginagawa sa eco park sini-shred na para pagdating ng inorder na lambat tatahiin na lang para mabuo,” Lat furthered.

“Kami ay nananawagan sa lahat ng Samaleno na makipagtulungan sa pamahalaang bayan. Sana tulungan ninyo kaming maka-kolekta ng maraming bunot ng niyog saka kahit buhok ng mais, papakinabangan natin yan para proteksiyon sa baybaying dagat ng ating bayan,” the municipal administrator added.

Lat said there are more or less 3,000 fishermen in Samal where residents derive their income from farming and fishing which they want to protect.

The municipality has a capiz sanctuary that they want fully developed to create additional livelihood and a big area of green mussel farm. Lat said that only recently an NGO promised to help them promote the capiz industry.

“Bukod sa mga bao ng niyog, kailangan din sana namin ng mga dayami saka kung meron din ng mga pinaggupitan ng buhok sa barber shop, salon, parlor. Sa malalayong area, kami na bahalang mag-provide sa hauling para maayos dito (slaughter house) ang mga raw materials para makagawa ng oil spill boom,” said Llord Vien Baltazar, designated municipal environment and natural resources officer of Abucay.

He said that Abucay also has a big area of green mussel farm in Manila Bay. In the event of an oil spill, he said that to be affected are 1,047 fisherfolk.

“Sa mga assistance particular sa mga maapektuhan ng oil spill, nakahanda ang pamahalaang bayan sa pamumuno ni Mayor Tagle na nagpapahanda na ng possible assistance sa mga apektadong mamamayan,” Baltazar said.

Tahong fishermen from Abucay were hopeful that the oil spill will not affect them.

Lorena dela Cruz when asked of the effect of oil spill on green mussels answered “Ang tahong nasa ilalim ng dagat kaya hindi maapektuhan ng oil spill. Ang langis nasa ibabaw. Hangin habagat naman kaya palayo sa Abucay.”

Honorio Roxas of Abucay also said that with habagat, the wind is in the direction of Manila and not Bataan. “Kung amihan pabalik sa Bataan pero ang amihan sa Oktubre pa.”

“Hindi apektado tahong ng oil spill kasi nasa ilalim ang tahong, ang langis nasa ibabaw ng tubig. Hindi maapektuhan tahong at talaba sa ilalim na sinisisid sa ilalim ng tubig. Kahit may langis sa ibabaw kayang anihin ang tahong at talaba. Saka habagat ang hangin papuntang dagat, papalayo,” said Samal tahong fisherman Jaime Avila. (30)
