CLARK FREEPORT ZONE (PIA) — The Department of Science and Technology (DOST) is advancing responsible innovation as a key strategy for building climate resilience, stressing that scientific progress must be guided by ethics, inclusivity, and the needs of communities.
Speaking during the opening of the 11th ASEAN Plus Three Junior Science Odyssey (APTJSO-11), DOST Undersecretary for Scientific and Technical Services Maridon O. Sahagun said the Philippines continues to invest in science and technology not only to respond to disasters but also to reduce risks before they occur.

“Disasters do not define nations. How we prepare, innovate, and work together does,” Sahagun said.
She cited government investments in weather forecasting and climate modeling through the Philippine Atmospheric, Geophysical and Astronomical Services Administration; earthquake and volcano monitoring by the Philippine Institute of Volcanology and Seismology; and satellite applications developed through the Philippine Space Agency.
These, according to the undersecretary, complement research on biodiversity conservation, renewable energy, sustainable agriculture, artificial intelligence, geographic information systems, and remote sensing.
“These are not simply scientific achievements. They are innovations that save lives, create value, and improve our well-being long into the future,” she said.
Sahagun stressed that technological advancement must always benefit people and protect the environment.
“Technology alone is never enough. Innovation without responsibility can widen inequalities. Artificial intelligence without ethics can spread misinformation. Digital technologies without accountability can increase vulnerabilities instead of reducing them,” she added.
With this, Sahagun challenged delegates to ensure that future innovations are not only technically sound but also socially responsible.
“Responsible innovation means asking difficult questions—not only, ‘Can we build this technology?’ but also, ‘Should we?’ Who benefits? Who might be excluded? Will it strengthen communities? Will it protect our environment?” she noted.
Sahagun added that climate change, disasters, food security, and emerging technologies require scientific cooperation across borders, making programs such as APTJSO valuable platforms for developing future innovators committed to sustainable development.
The DOST, she said, continues to strengthen partnerships among government, academe, and international institutions to harness science and technology in improving disaster preparedness, protecting communities, and advancing national development. (CLJD/MJSC, PIA Region 3-Pampanga)
