Immigration officer seeks reinstatement; cites ‘harassment

An immigration officer has appealed to the Department of Justice to reinstate him to his post as Director of Immigration Area Office III in Clark, Pampanga citing that he had been a victim of “harassment and maneuverings” of political luminaries in the third district of Tarlac province.
Immigration Officer III Heranio B. Manalo has also urged DOJ Secretary Agnes VST Devanadera to speed up the investigation conducted by the department on the allegations of human trafficking at BI-DMIA.
On February 11, 2010, Manalo who holds office independent of BI-DMIA, and 15 other immigration officers were ordered by the Office of Undersecretary Ricardo Blancaflor to be transferred from BI-DMIA to the BI-Main Office after an immigration personnel identified as Rachel Ong implicated most of the BI-Clark into human trafficking.
Manalo has described the accusation of Ong as pure “lies.” Ong was the only subject of a complaint lodged by a passenger at the Clark airport. Because of the complaint, Manalo recommended the transfer of Ong to Manila office in order not to sacrifice the crusade of the Bureau against human trafficking.
In a letter to Secretary Devanadera, Manalo said: “We believe that such fabricated lies will not stand because it’s full of malice to destroy the integrity of innocent people who opposed her reassignment to BI-DMIA last November 2008.”
Manalo said Ong “had an ax to grind against me because I declined the favors that she asked from me in the past.” Ong was already in locked up in an NBI detention cell in Manila since February 10 this year after a passenger lodged a complaint against her for alleged extortion in 2008.
Manalo has supported the drive against human trafficking in the past based on his records. “I assure Commissioner Marcelino Libanan of my support to the crusade of the Department against trafficking in person and this can be manifested by my accomplishments in running after syndicates that included foreign nationals.”
Manalo said his reinstatement to BI-Region III “has no administrative and operational supervision over BI-DMIA, which is under the Airport Operation Division headed by Mr. Ferdinand T. Sampol.”
The Immigration Area Office III is under the Regionalization Program chaired by Atty. Edgardo Mendoza.
Manalo said his “reassignment to IAO III will not in any way influence the present investigation conducted by the Office of the Honorable Undersecretary Blancaflor since the undersigned is not reporting at BI-DMIA.”
He said that political luminaries in Tarlac who apparently helped Ong had been exerting efforts to destroy his reputation. “Unseen hands of unscrupulous individuals are behind this character assassination against me,” said Manalo, who had been urged to run for the mayoral post in La Paz, Tarlac this coming election.
“There was a strong clamor last year for me to run for mayor this coming election to dismantle the local dynasty in my town. Despite my disinterest to join politics, I got the ire of the political dynasty in my town (La Paz),” said Manalo.
Acting on instructions from Commissioner Libanan, Manalo had been instrumental in the decrease of human trafficking at the Clark airport. Foreign nationals with tampered passports and criminal history were barred from entering the country while Filipino travelers who are lacking vital travel documents were also prevented from leaving the country in a bid to curb human trafficking.
Cases were also filed before the Angeles City Prosecutor’s Office against suspected members of a syndicate involved in trafficking in person and/or illegal recruitment.
