ALMOST PERFECT at 99.5 percent, the sangguniang panlungsod of the City of San Fernando bested all comers in the component city category to win the Philippines’ Best City Council in this year’s quest.

It wrested the title it ran short of winning last year from San Fernando City, La Union, which came in second at 97.5 percent.

The evaluation and ratings were undertaken by the Department of Budget and Management, the Department of Interior and Local Government, the Department of Agriculture, the Department of Health, the Department of Social Welfare and Development, the Department of Education and other lead government agencies together with the private sector led by the Philippine Chamber of Commerce and Industry and the Philippine Councilors League.

City council presiding officer Vice Mayor Edwin Santiago said the SP earned the near perfect rating in its overall performance, marked by the number of beneficial ordinances and resolutions it legislated: “We were found to have so many landmark ordinances. Our innovative legislative breakthroughs like our unique legislative tracking system and our participatory legislative sessions conducted in different barangays were especially cited by the search body.”

Take a bow then, VM Santiago. And councilors, not in specific order now, Jimmy Lazatin, Alex Patio, Nelson Lingat, Reden Halili, Bernie Castro, Rolly Macalino, Ruping Dumlao, Dein Henson, Ato Agustin, Rose Calimlim, Melchor Caluag and Czarmaine Laus.

“We are very happy and proud of the citation since it proves that our city council is doing its job of legislating the proper laws and fulfilling its responsibility for our constituents’ welfare.” So enthused Santiago.

With a mayor – Oscar S. Rodriguez, who else? – hailed as one of the best mayors in the world, with the City of San Fernando in the hall of fame of the performance governance system, and now the with the city council hailed as the best in the whole Philippines, what more can the Fernandino ask for? What need for change in the leadership still obtain?

Banya! Banya!  That can only be the Fernandino’s call this coming May 10.
