Can’t afford

“COLLEGE EDUCATION benefits the individual, not the society. Yet we recognize we want to help the poor get free scholarships.”

So, declared Budget Secretary Benjamin Diokno at the congressional hearing on the proposed P3.767-trillion budget for 2018, where he, along with other economic managers of the Duterte administration, averred that free tuition in state universities and colleges would not be funded by the budget proposal. “We estimate that it will cost us something like P100 billion. The government cannot afford that,” furthered Diokno.

There goes another monumental failure in the delivery of a campaign promise of President Duterte – free education at all levels. The nation again clearly getting the short end of the stick, so to speak.

There is the even graver ramification of this epic fail impacting the nation – and its future – in the Philippine Constitution, in Article II, Declaration of Principles and State Policies, specifically:

SECTION 9. The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all.

SECTION 13. The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs.

SECTION 17. The State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development.

Res ipsa loquitur. The thing speaks for itself. As we do hope Diokno too – speaking only for himself.
